In accordance with the relevant regulations of the Department of International Cooperation and Exchange of the Ministry Education China (MOE) and the China Scholarship Council (CSC), and in combination with the actual situation of Hebei Normal University（HNU）, these application guidelines have been formulated.

1. Introduction to the Scholarship

Chinese Government Scholarship-High Level Graduate Programs is a full scholarship that provides funding for international students studying full-time in China. As an authorized enrollment unit for the Chinese Government Scholarship, Hebei Normal University is now recruiting international postgraduate students (masters and doctoral students) for this scholarship program from all over the world. The final admission result is subject for the expert review results of the China Scholarship Council.

2. Application conditions

(1) Non-Chinese citizens holding a valid foreign passport.

(2) Be physically and mentally healthy and must meet the physical examination standards for applying for a study visa or residence permit in China.

(3) Applicants for Master's degree programs must have a degree equivalent to a bachelor's degree from Chinese university and be under the age of 35. Applicants for Doctoral degree must have a degree equivalent to a master's degree from Chinese university and under the age of 40.  

(4) Be friendly to China, diligent in study, have excellent academic records, good conduct, abide by laws and regulations, with no record of violating university rules or discipline, no public security penalties, and no criminal record.

(5) For Chinese-taught programs: Chinese proficiency must reach HSK Level 5 with a score of 180 or above. Those who have obtained a degree from a Chinese university using Chinese as the medium of instruction shall provide a certificate of Chinese-medium instruction issued by the graduating university. Applicants for the Master's in Teaching Chinese to Speakers of Other Languages must have HSK5 with a score of 210 or above and HSKK (Intermediate) with a score of 60 or above.

(6) For English-taught programs: TOEFL ≥ 80; IELTS ≥ 6.0; or be a native English speaker. (Must meet at least one requirement)

3. Funding content

(1) Tuition

(2) On-campus accommodation fees

(3) Living allowance: Master's students: 3,000 RMB/month/person; Doctoral students: 3,500 RMB/month/person.

(4) Comprehensive Medical Insurance for International Students in China.

Note: If there is any changes to the above funding standards, please refer to those announced by the China Scholarship Council in the current year.

4. Application process

Log in to the "Chinese Government Scholarship Information System" (http://studyinchina.csc.edu.cn or http://www.campuschina.org) and fill in the application information. (Program Category: Type B; The code of Hebei Normal University: 10094) Submit the "Chinese Government Scholarship Application Form" online and print it with your signature.

The following materials are required for online registration (Attachment 1):

(1) Passport and ID photo

(2) Diploma and degree certificates

(3) Complete transcripts

(4) Language proficiency certificates

(5) Two letters of recommendation

(6) Study or Research Plan in China

(7) Physical examination report and blood test results

(8) Non-Criminal record certificate

(9) Additional supporting materials

Note: All application materials must be original in Chinese or English. If the document is in another language, the original document, Chinese or English translation and a notarized copy of the translation are required. Documents uploaded through the system must be clear, authentic and valid. Applicants are advised to use professional equipment to scan the documents. Applicants shall bear the consequences of unsuccessful registration due to unclear materials, failure to submit supplementary materials in time, improper notarization, or incorrect contact information. Please ensure that the email address, WeChat ID, and telephone number filled in the system are accurate. Additional materials will be notified via email (Email address: scholarship@hebtu.edu.cn).

5. Enrollment category

For the program catalog for the 2026/2027 Chinese Government Scholarship High-Level Graduate Program (Doctoral and Master's) at Hebei Normal University, please refer to Attachment 5. The final program catalog is subject to approval by the Ministry of Education. Applications for programs not listed in the approved catalog will be deemed invalid.

6.Application Period

From the date of announcement until February 28, 2026. Applications submitted after the deadline will not be accepted.

7. Selection Procedure

(1) Qualification review

HNU will comprehensively review the applicant's nationality, highest academic qualifications, academic records, language proficiency, study or research plan, and recommendation letters to determine the list for assessment.

(2) Assessment

The assessment is organized by the relevant school/department, usually conducted in one of the following ways: (i) interview; or (ii) Interview plus written test. The specific method, venue, and time of the assessment will be determined and notified by the respective school/department.

(3) Pre-admission

HNU will determine the pre-admission list based on the applicant's qualification review and assessment results, as well as the applicant's program preferences. HNU will send the Pre-admission Notice via email (from: scholarship@hebtu.edu.cn). After receiving the Pre-admission Notice, applicants must log in to the Chinese Government Scholarship Information System (https://campuschina.org) within the specified timeframe to upload it.

(4) Admission

The final admission result is subject to the expert review results of the China Scholarship Council. Paper versions of the "Admission Notice" and "Visa Application Form for Study in China" will be mailed out in July-August 2026. Please ensure the mailing address and recipient's contact number provided during application are valid and accurate.

Admitted applicants should apply for an X1 visa at the Chinese Embassy or Consulate with the "Admission Notice" and "Visa Application Form for Study in China". The X1 visa must be converted into a study-type residence permit within 30 days after entry. Failure to complete the relevant procedures on time will result in the revocation of admission qualification. The university does not accept students holding non-study visas for registration. Students with expired visas or residence permits are not allowed to stay on campus or participate in activities.

8. Other instructions

(1) Admitted students must come to the university to complete registration procedures according to the registration date and location specified in the "Admission Notice". Early registration is not accepted. Those who fail to register by the deadline without approval will be deemed to have given up their admission qualification, and their scholarship will be cancelled.

(2) According to the relevant regulations and requirements of the Chinese Ministry of Education, HNU will conduct physical examinations and review the admission qualifications of all enrolled students. Those who are found not to meet the admission requirements or who have engaged in fraud will have their admission or student status revoked, and their scholarship qualifications cancelled.

(3) It is mandatory to participate in the annual scholarship review as required. Those who fail the review will have their scholarship suspended or cancelled.
